question about paper documents

At the GODORT session last monday evening, a comment from a law librarian about documents in paper got me thinking. Since Law Libraries obviously have a greater need -- not to mention a legal necessity -- for official government documents in paper format, wouldn't it make more sense to survey law libraries to gather an "essential titles" list? That list could then be supplemented with other titles as necessary. I wonder how many law library essential paper titles would overlap with the needs of other libraries? Comments?
